E1: OUTBND: RTE Events Are Accumulating in the F90710 Table and There Is a Long Wait Time Before the Events Are Sent Into the Jms Queue (Doc ID 2956145.1)

Symptoms

On a standalone RTE server running on Weblogic, configured with the JMS message queue to be stored in an Oracle Database server, the RTE events are pilling up into F90710 table and there is a long time until the messages are pushed to JMS queue.

The issue has a random nature, but occurs mostly when the volume of the generated RTE events is high.

The recommendations from Doc ID 1055548.1 - E1: OUTBND: How to Improve Performance in Processing RTE Messages from F90710 to RTE Server were put in place, but the delay is still occurring.

The e1root log file does not provide too much information or relevant data, but the J2EE server console output file shows very often the following warnings:
