Symptoms

On tools release 9.2.7.0 and 9.2.7.1, if a Workflow is designed to call an Orchestration or a Notification where "Fire and Forget" is not set, the Orchestration or the Notification is fired, but the Workflow will not wait for the Orchestration or Notification to complete.

Steps to replicate:
1. Create a Workflow that calls a long running Orchestration and/or a long Notification
2. Create a Logic Extension to kick off the Workflow
3. Test with Fire and Forget turned on
4. Verify in P98860 that the workflow orchestration step awaits the long running Orchestration or Notification to complete.
