E1: 43: F43199 Ledger Gets The User ID (alias USER) From The Previous Order Revision (Doc ID 2961450.1)

Symptoms

With order revisions on, the new order revision gets created, however the F43199 ledger has the USER ID on the previous order revision also getting updated along with the new revision.

Steps To Duplicate:
1. Create a Purchase Order (P4310) with Order Revisions on (Order Revisions processing options tab).
2. Have a new user make a change to the PO.
3. Check the Order Revisions history.  On P4310 row exit to Revision Details, the Row Exit to Revision History.
