E1: 13: On P31113 (Work Order Issues) The Issue Quantity Is On the Wrong Row

Symptoms
On P17730 equipment maintenance parts list and P48201 Work order transactions the reordered quantity is not being updated on the part when the reissue is completed.
Issue a return on a part list item on a work order, and subsequently the part is reissued, however, it does not update the transaction quantity in the F3111 as expected.
This causes a soft commit which is not needed. Why is this happening?
Steps To Duplicate:
1. Input a P48201 / P17714 Capital Asset Management work order
2. Add an item to the P17730 parts list for a quantity of 3.
3. On the P31113 (Issues), ensure the Display tab option #3 "Issue Material For" is set to a '1'.
4. On P31113, issue the item for a quantity of 3.
5. The User determines that the item is not needed, and adds that same item to the P17730 (Parts List) for a negative quantity, -3.
6. On P31113, issue the item for a -3 quantity.
7. The User then determines that the item is actually needed, and adds that item back to the P17730 (Parts List) for a positive quantity of 3.
8. Enter P31113, and see that the quantity of 3 in the Issues column is on the incorrect row (loaded to the previous -3 transaction).
