E1: 31A: Cost Extra With Zero Value in Cost Components (P30026) on Actual Cost Parent Causes Incorrect IH Journal Entries in Manufacturing Accounting (R31802A)

Symptoms
When a 02 (Weighted Average) Manufactured item has two X costs in Cost Components (P30026) where the first has a value but the second X cost is zero, Manufacturing Accounting (R31802A) will create incorrect IH entries. It appears that IH entries are created for the zero X cost when it should only create IH entries for the first X cost.
Steps
1. Create a 02 Manufactured Item (P4101/P41026).
2. Create a Bill of Material (P3002).
3. Enter frozen X Costs in Cost Components (P30026) for Cost Method 02: X1 with a value and X2 with no value.
4. Create a Work Order (P48013) and run Order Processing (R31410).
5. Report issues (P31113) and completions (P31114).
6. Review the Item Ledger (P4111); notice that the IC costs are correct.
7. Run Manufacturing Accounting (R31802A). Notice that there is an unexpected IH entry for the zero X cost that appears to inherit the value from the first X cost.
