Symptoms
Set up order level adjustment for any order under 100.00 and this works. When the order is over 100 the adjustment is applied for zero amount.
EXPECTED BEHAVIOR

Customer does not want to see the zero dollar adjustment added to the SO.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Set up level break adjustments from 0 to 99 for 10.00 and the other 100 and above for zero.

Due to this issue, users find no value in the adjustment line with no dollars..
