E1: 46L: Enhancement Request to Allow P46L10 (LP Workbench) to Display Empty LP Despite Row Security Is Activated (Doc ID 2986540.1)

Symptoms

When using Row Security setup on CO (Company) and MCU (Business Unit) for *ALL Tables, the P46L10 (LP Workbench) does not display the empty License Plates from this CO and MCU.
Business flow used by the customer is the following:
1. create and process a sales order P4210 from Location = DOCK and for a License Plate number. At the end, this LP will be empty.
2. return(credit) the sales order in another Location = RETURN. The user needs to return the stock in the same LP. For this requirement, the user has to transfer the LP from the location DOCK to the location RETURN using the Transfer functionality from P46L10 (License Plate Workbench ) application.
However, this scenario cannot be used is Row Security is activated, because P46L10 does not display this empty LP.
The customer would like to have the option to transfer a specific empty LP using P46L10 even if Row Security setup is activated.
