Symptoms

When attempting to create a new Logic Extension from Orchestrator Studio, the "New" button is not shown although the user has the proper action security set in P00950UO (Work With User Defined Object Action Security):

However, the proper Action security is set for Logic Extension (LEX):

If the user specific debug log is enabled on JAS server and the issue is replicated, the following message is recorded into the user specific debug log on JAS server:

 

Steps to replicate:
1. Login in Orchestrator Studio
2. Open Logic Extension screen by clicking on "Logic Extension" tile
3. Notice that "New" button is missing
