E1: 07: A Non-Resident Alien Employee DBA Instruction (P050181) Uses a Declining Balance Deduction DBA and Creates a Record in Work with DBAs History (P079951) with Tax History Type of blank and Should Be Tax Type T. (Doc ID 2989818.1)

Symptoms

When Employee DBA Instructions (P050181) is used to add a Declining Balance Deduction DBA, on a Non-Resident Alien Employee, the Employee DBA instruction creates a record in Work with DBAs History (P079951) with Tax History Type of blank. The Tax Type on the record should be “T” (Non-Resident Alien). Then after multiple payroll runs it continues to deduct the amount every month and does not recognize the limit has been reached.

Steps to Reproduce (using JDE Demo Data - No Personal Data is Dispayed):

  1. Go into Work With PDBAs (P059116), check the Deduction Radio Button, enter PDBA Code 2079, Click Find, then Row Exit to Advanced DBA Info.
  2. Verify the Declining Balance Checkbox is checked.
  3. In Work With Employee Information (P0801) and Find Employee 522522 and Row Exit to Nat’l/Fiscal Data.
  4. Confirm that Tax Method is set to Q (Non-Resident Alien).
  5. Return to Work With Employee Information (P0801) and click the “Employee DBA Inst” button.
  6. In Employee DBA Instructions (P050181) enter two deductions
    1. First deduction is a regular deduction for health insurance (DBA 1000) for 125.00 per pay period.
    2. Second deduction is a declining balance deduction (DBA 2079) for 10.00 total with amount due per pay period of 10.00.
  7. Check Work with DBAs History (Payroll Month) (P079951) after adding the two Employee DBA Instructions.
    1. The Health Insurance DBA (1000) did not create DBA history because a payroll has not run.
    2. The Declining Balance DBA (2079) DID create a History Record, but the Tax History Type was not populated with a “T” for NON-resident Alien.
  8. The record created in PDBA History by Payroll Month (P079951) shows no amounts in 2023 payroll periods but shows the Remaining Bal/Prds (AD) field = 10.00. Tax History Type on this record is Blank when it should be “T”.
  9. Run Payroll (R07200) on the employee.
    1. Stub Detail shows 10.00 deducted for declining balance DBA 2079.
  10. Process the Payroll through Final Update.
  11. After Payroll final update, a second record is created in PDBA History (P079951) with Tax Type T for Declining Balance DBA (2079).
    1. On the new record created for Tax History Type T it shows 10.00 deducted in November 2023 payroll period and shows the YTD total of 10.00. The Remaining Bal/Prds (AD) field shows blank.
  12. On the first (original) PDBA History by Payroll Month (P079951) record for DBA Code 2079 with Tax History Type Blank it shows 0.00 in November 2023 payroll period and shows the YTD total of 10.00. The Remaining Bal/Prds (AD) field shows blank. This record was not updated by Payroll.
  13. Run a second consecutive payroll for the next pay period.
    1. On the Stub Detail it shows another 10.00 deduction is taken for DBA Code 2079 and the Year to Date Amount for the Deduction is 20.00.
    2. It should not make this deduction as the Original Amount Due of 10.00 has already been received.
  14. Process the second payroll through Final Update.
  15. Check PDBA History (P079951) after the second Payroll for DBA 2079.
    1. The “T” record shows that 20.00 has been taken in November exceeds the 10.00 limit set for the Declining Balance DBA.

Employee Tax Method is Q (Non-Resident Alien).

Both Declining Balance DBA Limit and DBA Deduction are 10.00 meaning the Limit will be reached after the first Payroll Deduction.

The Declining Balance DBA (2079) Did NOT Populate Tax History Type with a “T” for Non-Resident Alien in the DBAs History (P079951) after adding Employee DBA Instruction (P050181).

After the first Payroll (R07200), Stub Detail shows 10.00 deducted for declining balance DBA 2079. There should be no remaining balance left for future deductions.

After first Payroll final update, a second record is created in PDBA History (P079951) with Tax Type T for Declining Balance DBA (2079). This does not match the record created by Employee DBA Instruction (P050181).

Run a second consecutive payroll for the next pay period. On the Stub Detail it shows another 10.00 deduction is taken for DBA Code 2079 and the Year to Date Amount for the Deduction is 20.00. It should not make this deduction as the Original Amount Due of 10.00 has already been received.
