E1: 44H: Cancelling A Commitment In The P44H711 (Lot Start Workfile) Does Not Correctly Update The HA Ledger

Symptoms
When canceling a transaction on the Lot Start Work file Review (P44H711) application, the process does not update the HA ledger in the F0902 (Account Balances) table. The PA, PU, and HU ledgers are successfully updated as expected. Requesting that the HA ledger get updated by the P44H711 cancel process as does the PA, PU, and HU ledgers.
Steps To Duplicate:
The issue can be reproduced at will with the following steps:
1. Run R44H7113 (Generate Commitments) to create an open commitment.
2. Find the Commitment on P44H711 (Lot Start Workfile Review)
3. On P44H711 take the Row Exit to Cancel the commitment.
4. Check the F0902 table for this record and verify the HA ledger was not updated.
