E1: E1PAGE: Unable To Create a New Tile Using the "+" Option in Composite Page (Doc ID 2999582.1)

Symptoms

While trying to create and edit a composite page, user clicks on "+" to create a new tile, but the new tile doesn't show up. This issue is happening in tools release 9.2.7.3

Steps to Replicate:

1. Login to any environment in Web Client/JAS Environment
2. Click on User Menu.
3. Select Composite Page(Under Managed Content) from the users drop down in the top right corner.
4. After the editor opens, follow the onscreen instructions to create a new page by clicking on the paper icon with a plus sign.
5. Select the "Designer Pane" option
6. Fill out the Name and Description for the new page and press OK
7. The new Composite page will display
8. Click on "+" to create a new tile

The new tile doesn't come up.

This issue is not happening in PS environment. To fix this issue, the admin cleared the caches from their 3 test Web servers, cleared the temp folders from all the instances and rebooted the servers. But these actions didn't help to fix the issue.

Changes

 This setup was updated with tools release 9.2.7.4
