Symptoms

When the notification time is set by a user to UTC +0 time zone (e.g. London time) and then the user attempts to test and dispatch the notification, it fails with the following error in the Notification Dispatch response.

Steps to Duplicate:

1. Set time zone on local machine to London time (or any UTC+0 time zone).
2. Create a notification (NTF)
3. Enable reminder for the NTF and change the time using the picker. Save
4. Subscribe to the NTF
5. Use the Test with distribute to run the notification.
6. Notice the error that the time could not be parsed.

Also notice if you export the notification, the reminderTime value shows a 'Z' at the end of the Time.
