E1: OCI: Infrastructure Provisioning Console not displaying all values in drop down lists (Doc ID 3001306.1)

Symptoms

Doing a Reference Architecture Deployment of E1 into OCI and when using the Infrastructure Provisioning Console unable to see all of the values/options in the drop downs for selecting the Shape or there are none. Might also see issues with other drop downs and be unable to select the WebLogic Server License Type.

Seeing the following error in the logs:
