E1: 08Y: 1095-C Build R08119 Creates Coverage with Code 1H (No Offer of Coverage) Instead of 1K for New Hires and Terminated Employees (Doc ID 3003714.1)

Symptoms

For new and terminated employees (who did not have coverage the full year) but did have coverage for a full month and using the coverage code 1K the Summary (used for the 1095-C form) will incorrectly set Line 14 to 1H (No offer of coverage).

Steps:
1. P0801 Employee, new hire 11/1/2023. Assign to benefit group.
2. P08334 Enrollment with Eligibility, enroll employee in a benefit plan as of 11/1/2023.
3. P07210 Payroll Workbench, run employee through payrolls for November and December.
4. P08117 Offer and Coverage, add plan with 1K and amount
5. Add employee to Hours of Service P081161, Periods of Employment P08118,and Hours Worked P08124.
6. P08210 ACA Information Returns Workbench, setup processing options for R08119 and set Data Selection for employee. Submit.
Review form and note line 14 Offer of Coverage is incorrectly 1H (No Offer of Coverage). Review R08119A PDF Detail shows November and December coverage but Summary is 1H.
Note 1E works correctly.
Note for an employee that works all 12 months 1K works correctly.
