E1: ENV: Random Errors Are Displayed In Applications (Ex: P01012/P4210) While Trying To Fetch Data Via the Newly Created Custom Environment <OCI0000367 - Unable to connect to Oracle ORA-12154>

Symptoms
Issue with new custom environment (history environment). Users are able to view data via any application but different errors are displayed on the screen.
Here are few examples,
Steps to Replicate (P01012):
1. Open application P01012 in Web Client (Via Fast Path)
2. Click find to view the data
3. The data is displayed but below error is displayed on the screen,
Error: Open for table F4009 failed
Steps to Replicate (P4210):
1. Open application P4210 in Web Client (Via Fast Path)
2. Following error is displayed on the screen "Open for table F4009 failed Warning".
3. When find button it clicked, it displays proper data.
Below are the errors captured in the Call Object Kernel logs. These errors are same for all the scenarios even though different errors were displayed via the applications.
Here are the steps followed while creating this new custom environment,
1. The following steps were followed from the deployment server using JDEPLAN & DEP920 environment
a. Created a new environment to view the history data
b. Created two Database Data Source in System - 920. 1. Business Data - <Custom Environment> & 2. Control Tables - <Custom Environment>
c. Created two users. <User 1> & <User 2> using P0092
d. Create OCM records in System - 920 & Server Map
2. Copied running Production data [Business Data - PROD & Control Tables - Prod] to the new database [Business Data - <Custom Environment> & Conrol Tables - <Custom Environment>]. This activity was carried out using expdp & impdp utility
3. Verified role, DB privilege [which is matching with Production data]
4. Created JAS instance. The path code assigned to <Custom Environment> is PD920.
5. Restarted Enterprise Server, JAS Server
