E1: 08: P060116Q Quick Hire Updates EFTO With Wrong Date In F08042 (Doc ID 3005050.1)

Symptoms

Adding records via P060116Q typing/copying/importing, the process is updating the Effective date (EFTO) to today's date instead of the date that is in the data.
This means you can only import employees on the current date or you have to go back and make a change to the employee to get the right effective date or use SQL to update the dates to be the date entered in the P060116Q processor table.

Steps to duplicate:
1. From P060116Q added EE 2162024
All the dates are 2/01/2024 especially the date started
2. P0801 EE 2162024 is updated
3. P0801EMP shows the expected dates
4. History Window (P050421) shows the wrong EFTO in F08042. Uses the current date.
The expected value is the dates as entered in the P060116Q
