Symptoms
When a lease ends on February 29 within a leap year the ROUA ending balance doesn't equal zero
Steps To Reproduce
1. Create a unit via P1507 ending 2/29/24 and a lease via P1501 and attach the unit to the lease dates 2/13/23-2/29/24
2. Create recurring billing lines via P1502, lines 1/2 from 2/13/23-2/28/23 line 1 $1000/month line 2 -$1000/month
3. Create recurring billing lines 3/4 3/1/23-3/31/23 line 3 $1000/month line 4 -$100/month
4. Create recurring billing line 5 4/1/23-2/29/24 $1000/month
5. Run R15170 over the lease, notice the ROUA ending balance on the schedule
is -$33 and not zero
