E1: 54HS: Incident Entry P54HS30 Does Not Send Notification With Only Image Attachment

Symptoms
With notification enabled in the P54HS00 processing option the Incident Entry P54HS30 does not send a notification with only an image attachment (no text entered in the media object text box).
Steps:
1. IV for P54HS00, row exit Processing Options, Incident Notification tab, set #1 to 1 (Send Notification), and #5 to 1 (Notify Incident Originator Supervisor Address).
2. P0801ORG Employee Organization, verify employees supervisor is set.
3. Sign in to EnterpriseOne as the employee
4. P54HS30 Report an Incident, populate Incident Description, in Long Incident Description media object attach an image. Click OK.
5. Sign in to EnterpriseOne as the employee's supervisor. Fastpath WC (Work Center) and note that there is no New Incident update in the Health and Safety Incidents queue.
