E1: FDA: Form Design Aid Display Deleted Vocabulary Override From Full Package FDATEXT Spec

Symptoms
After deleting Vocabulary Override in P9220 for Interactive Application and checking out the application in OMW, the Deleted Vocabulary Override is displayed again from the Full Package FDATEXT specs when application is opened in Form Design Aid (FDA) only. NOTE: The Deleted Vocabulary Override is not saved in specs when Save in FDA and is not displayed when the application is run in Local WebDev.
Steps:
1. Fastpath P9220 Work With Vocabulary Overrides. Find and select Interactive P0801EMP.
2. Double-click + icon on W0801EMPA, Control Text.
3. Focus row with Description(Security Business Unit) and Override(1).
Go to row(Reset Description) to delete the Vocabulary Override Description. Description is changed to 'Business Unit' (row description of Data Item/Alias MCU) and Override is set to 0.
Click OK. Close P9220.
4. Fastpath OMW. Check-out P0801EMP.
5. Go into Form Design Aid (FDA). Goto View menu select Property Browser. At the bottom of Property Browser pane, click dropdown arrow to change from Basic to All.
6. In Form W0801EMPA, focus on Static Text control(Security Business Unit). In Property Browser, note following rows:
Control ID : 19
English DD Title : Business Unit (row description of DD Alias MCU)
English Title : Security Business Unit (Vocabulary Override)
Text ID : 10
Text Is Overridden : No
Title : Security Business Unit
7. Double-click Static Text control(Security Business Unit). Note [Override Text] box is unchecked to indicate there is no Vocabulary Override but FDA has applied the Override Text from the Full Package FDATEXT specs.
8. Fastpath UTB.
9. Goto File|Open Central Objects. Select Login PathCode. Double-click RDB File F98750 JDESPECTYPE_FDATEXT. Find FTOBNM=P0801EMP, FTTEXTID=10, no record is returned as expected.
10. Goto File|Open Local. Double-click RDB File F98750 JDESPECTYPE_FDATEXT. Find FTOBNM=P0801EMP, FTTEXTID=10, no record is returned as expected.
11. Goto File|Open Package. Select the Package Name for the Login PathCode. Package Name is identified in spec.ini file located in directory \E920_1\<login pathcode>\spec.
Double-click RDB File F98750 JDESPECTYPE_FDATEXT. Find FTOBNM=P0801EMP, FTTEXTID=10, 1 record is returned with the Deleted Vocabulary Override text.
