How can payroll T2 and T4 document type transactions post to the F0618 (Employee Transaction History) and F0911 (Account Ledger) without Payroll Final Update?

Working with timecards being entered with 3rd party application and brought into EnterpriseOne F06116Z1 table. The customer wants to create the T2 and T4 transactions in F0618 and F0911
The employee has Employee Payroll P0801PRL set up of record type 2.
