Seattle Expense Tax Not Calculating For Resident 480330040 and Work 480335461

Employees who work in tax area Seattle, WA 98109-4765 and geocode coming back from P05005 is 480335461. When employee has met the annual limit of $182, 385.00 would expect Seattle Expense Tax to calculate for employees working in work tax area 480335461 but it is not.

This is specific for the combination of Resident GeoCode 48-033-0040 and Work GeoCode 48-033-5461

If an employee has a geocode of 48-033-0650 as either residence or work tax area the system calculates the Seattle Expense Tax, but if an employee has a geocode of any other residence or work tax area of 48-033-5461 (which is also Seattle) the Seattle Expense Tax isn't being calculated.

Steps to duplicate:
1. From P0801 find the employee to test, P0801US (National and Fiscal Data - USA) set the Resident GeoCode  48-033-0040 and Work GeoCode 48-033-5461
2. P07210I (Interims) add and process a payment for Pay Type 1, Lump Sum $200,000.00 for the corresponding employee.
3. Review the Tax Detail, notice Tax Type KR did not calculate.
