E1: KER: PORTTEST Fails on Windows Server Enterprise Server

After installing EnterpriseOne 8.12 on Windows Server 2003, EnterpriseOne host services start and UBES run, but PORTTEST fails.  When running PORTTEST, the following messages are being logged for the process:

444/2364 MAIN_THREAD Mon Feb 12 16:30:05.807000 ipcmisc.c299
process 444 <PORTTEST> registered in entry 0

444/2364 MAIN_THREAD Mon Feb 12 16:30:05.854000 Netqueue.c234
putExternalQueue (net) failed for msg id 1, pid=0, queue name=<Net0Q>, lastIPCError=<eIPCNotFound>

444/2364 MAIN_THREAD Mon Feb 12 16:30:05.854001 jdecsec.c2056

444/2364 MAIN_THREAD Mon Feb 12 16:30:05.854002 jdecsec.c2537
Failed to communicate with security server: Unable to send message to Security Server

All other kernel logs are free of any error messages, aside from the messages logged in the Security Server kernel log when PORTTEST fails.
