WS: 07: NY PFL is Not Printing in Box 14 Resident State is Not NY

Symptoms
Employee works in New York but lives in another state (New Jersey). Payroll is processed and history is properly updated for the different history records including 33/G1. When the W2 is created, the W2 Workfile Build is set to print one state per W2. The Resident State shows as New Jersey and 33/I prints in Box 14 as well and NY local wages but NY PFL does not print in Box 14. NY PFL is not reported anywhere.
