WS: 07: W4 Exempt and Employee Withholding Cert Not Working for Guam 66/F

Symptoms
Guam does not pay Federal income tax. Vertex calculates Guam state income tax via the Resident tax handle.
There are 2 issues related to Guam:
1. Unable to EXEMPT employees from tax area 66/F for state income tax (SIT). Since 66/F is calculated using the resident handle, even if you have code 99 exemptions set up to override for 66/F in Tax Withholding/Overrides, SIT continues to calculate.
2. None of the fields in the F5 Employee Withholding Cert (060120A) are working for Guam. Since unable to EXEMPT employee from 66/F, attempted a work around by increasing the dollars amount on Step-3:Claim Dependents to stop 66/F from calculating, however, 66/F continues to calculate. Tested other fields such as additional withholding but that does not stop the state tax from calculating.
It appears the F5 Withholding Cert window only works for Federal income. There needs to be a solution for the F5 window to work for Guam employees.
