How to print the report heading when no data is returned?

There is a set of information in a field that is like the following:

101

102

104

201

301

302

304

400

Need the report to break on the group within the report,

so that all the 100's area together (101,102,104), all the 200's are together, etc.

Then do totals on those groups.
