Goal

You asked how you, as an operation system (OS) user, can maintain SQL*Plus system variable and column format settings for an individual?

From the SQL*Plus command line system variables such as arraysize, pagesize and serveroutput, as well as column formats, can be set.
These settings are only good for the life of the session. Global settings for all users logging into SQL*Plus can be set in the $ORACLE_HOME/sqlplus/admin/glogin.sql file.
This file is for all users, not for individual OS users.
