OSB 10.3.1 - Reporting Failure When Error Is Raised In Pipeline And Transaction Is Rolled Back (Doc ID 1064325.1)

In OSB 10.3.1 (and prior versions), when a report action is called in a Proxy Service and an error occurs, the reports are not being generated.

This issue is also seen when using reporting with services which use transactions (eg: XA transaction between inbound JMS queue and outbound JMS queue) and a rollback occurs in between, in this case no report is generated.
