LDAP Command Using orcladmin Getting Insufficient Access

Symptoms
The LDAP command fails with the error "Insufficient access", even though the connection details for the cn=orcladmin user have been provided.
For example:
ldapdelete -h <OID_HOSTNAME> -p <OID_PORT> -d "cn=orcladmin" -w <PASWORD> -c -v -f <FILENAME>.ldif
