LDAP Command Using orcladmin Getting Insufficient Access (Doc ID 1080359.1)

The LDAP command fails with the error "Insufficient access", even though the connection details for the cn=orcladmin user have been provided.

For example:
ldapdelete -h -p 389 -d  "cn=orcladmin" -w mypasswd -c -v -f /home/oracle/ldap/ad_bootstrap_users.ldif
