Symptoms

While sending a SOAP message from OSB to Siebel using WS-security with UserNameToken, Siebel rejects the message with the following header:
<wsse:Security xmlns:wsse="http://docs.oasis-open.org/wss/2004/01/oasis-200401-wss-wssecurity-secext-1.0.xsd" soapenv:mustUnderstand="1">
but accepts the following:
<wsse:Security xmlns:wsse="http://schemas.xmlsoap.org/ws/2002/04/secext" soapenv:mustUnderstand="1">
