OUI-67124: Inventory check failed: Patch ID xxx is NOT registered in Oracle Home inventory. (Doc ID 1103523.1)

Symptoms

When trying to apply a patch using the standalone OPatch version 11.1.0.0.0 on a JDeveloper 11g on a Windows machine which has language set to German, the following error is raised:

OUI-67124:Inventory check failed: Patch ID xxx is NOT registered in Oracle Home inventory.

This error occurs for all patches and also for other non English languages.
