When trying to apply a patch using the standalone OPatch version 126.96.36.199.0 on a JDeveloper 11g on a Windows machine which has language set to German, the following error is raised:
OUI-67124:Inventory check failed: Patch ID xxx is NOT registered in Oracle Home inventory.
This error occurs for all patches and also for other non English languages.
