Automation Server Fails To Start, Automation Database Connection Errors, Job Failures, IPv6 Network Connection Issues (Doc ID 1124292.1)

Symptoms

Attempting to start the Automation Server service fails with a verbose PTSpy log and the wrapper log file showing the following error where SERVER_NAME is the name of the database server:

Automation Server continues to throw this error when you attempt to start it even though diagnostic tests have shown that the database server is resolvable through DNS.
