Wsdl File Not Accessable If FSP Is Set To Jdbc Storage (Doc ID 1124453.1)

Symptoms

With FSP defined as JDBC storage, attempting to access any WSDL from WSDL list, the following error occurs.

UCM Server Access Denied
Access denied to UCM Server managed resource.

STEPS
-----------------------
The issue can be reproduced at will with the following steps.

  1. Setup UCM provider to use JDBC storage for both vault and weblayout files
  2. Navigate to Administration->Soap WSDLS
  3. Click on any WSDL from the WSDL list

Change the default storage to JDBC from filesystem.
