Unable to Reply to a Topic Without Having Create Topic Privileges (Doc ID 1130146.1)

We need the ability to have some users reply to Topics/Thread in Discussions bug not be able to create new ones.

Currently the only supported way to update the privileges for users is in the group space settings page. This only allows you to give manage, edit and view. It does not distinguish to allow the user to be able to reply without creating new ones. You either have create or view on all.
