Read and accept restrictions.

Type "Oracle WebCenter Content" for the product.

Select the platform.

Click Continue once the desired product is listed.

Confirm the Release, and click Continue.

Review the Terms and Restrictions, select the checkbox, and click Continue.

Click on the appropriate zip file(s) to download. (typically Oracle WebCenter Content)

Review the documentation to ensure you are downloading all necessary software.
