Error in WebLogic Managed Server wls_ods1-diagnostic.log: ORA-28001: the password has expired (Doc ID 1134954.1)

Symptoms

11g Identity Management was working for a while, then the following message appears in the wls_ods1-diagnostic.log:

weblogic.jdbc.extensions.PoolDisabledSQLException: weblogic.common.resourcepool.ResourceDisabledException: Pool schedulerDS is Suspended, cannot allocate resources to applications..[[
org.quartz.JobPersistenceException: Failed to obtain DB connection from data source 'schedulerDS': java.sql.SQLException: Could not retrieve datasource via JNDI url 'jdbc/schedulerDS' weblogic.jdbc.extensions.PoolDisabledSQLException: weblogic.common.resourcepool.ResourceDisabledException: Pool schedulerDS is Suspended, cannot allocate resources to applications.. [See nested exception: java.sql.SQLException: Could not retrieve datasource via JNDI url 'jdbc/schedulerDS' weblogic.jdbc.extensions.PoolDisabledSQLException: weblogic.common.resourcepool.ResourceDisabledException: Pool schedulerDS is Suspended, cannot allocate resources to applications..]

at org.quartz.impl.jdbcjobstore.JobStoreSupport$ClusterManager.manage(JobStoreSupport.java:3713)
at org.quartz.impl.jdbcjobstore.JobStoreSupport$ClusterManager.run(JobStoreSupport.java:3749)

then later on it started repeating the following message…

[See nested exception: java.sql.SQLException: Could not retrieve datasource via JNDI url 'jdbc/schedulerDS' weblogic.jdbc.extensions.ConnectionDeadSQLException: weblogic.common.resourcepool.ResourceDeadException: 0:weblogic.common.ResourceException: Could not create pool connection. The DBMS driver exception was: ORA-28001: the password has expired
]

This can also occur if the RDBMS is version 11.2.0
