Configuration Parameter “Indexvaultfile=True“ Is Not Working As Desired. (Doc ID 1138616.1)

Symptoms

On : 7.5.1 version, Content Server, when using the IndexVaultFile = true configuration entry, and .hcst file should be created in the weblayout area which points to files in the vault. On checkin, the pointer files are not being created, instead the actual file is being written to the weblayout directory as they were before the entry was added to the config.cfg file.
