Folios Are Stuck in Done Status During Indexing (Doc ID 1143423.1)

After creating a new Folio and checking it in, the Folio is not getting indexed and fails with the following error :

Unable to download 'Content ID' . User '@folios ' does not have sufficient privileges.

Folio remains in Done status and nothing further processing happens.
