Unable To Start Oidrepld - Err=Message 9999 not found

Symptoms
OID is installed on two servers with two-way LDAP replication.
The replication server on the new replica is started automatically and replication works from the sponsor to the new replica.
The replication server, oidrepld, can not be started on the sponsor node.
The following error is found in the $ORACLE_HOME/ldap/log/oidrepld01.log on the failing node.
