Symptoms
In OWB 11.2.0.1 it is not possible to select a different Control Center in the Default Configuration. It is by default set to the Default Control Center and cannot be changed. This means that if users want a set up with a Design Repository in one database and a Control Center in another database, this cannot be achieved with the Default Configuration.
In order to workaround this, users would need to create a new Configuration. In a new created Configuration it is possible to choose a specific Control Center. However using "Multiple Configurations" requires an Enterprise Edition (EE) license. So customers not having an EE license are stuck at this point.
It should be possible to change the Default Control Center in the Default Configuration so that customers that do not have an EE license still can have a setup with a Design Repository in one database and a Control Center in another database.
