Accessing ones portal site the following error is seen:
Failure of server APACHE bridge:
No backend server available for connection: timed out after 10 seconds or idempotent set to OFF.

The $INSTANCE_HOME/diagnostics/logs/OHS/ohs1/ohs1.log Also shows the following error:

This was working right after the portal installation was completed.
The system was rebooted.
