SOA 11g: SOA-INFRA Application Deployment Display Status Shows Warning Instead of Active Status (Doc ID 1159547.1)

Symptoms

After creating a new 11gPS2 (11.1.1.3) domain, the SOA-INFRA application is showing the deployment status as "Warning" instead of "Active" in WLS Admin console. SOA server logs have the following messages during server startup.

Server log:

The Message-Driven EJB: PeopleQueryMDB is unable to connect to the JMS destination: jms/bpm/PeopleQueryTopic. The Error was: The destination for the oracle.bpm.bpm-services.ejb.jar) could not be resolved at this time. Please ensure the destination is available at the JNDI name jms/bpm/PeopleQueryTopic. The EJB container will periodically attempt to resolve this MDB destination and additional warnings may be issued.

The Message-Driven EJB: PeopleQueryMDB is unable to connect to the JMS destination: jms/bpm/PeopleQueryTopic. The Error was: Can not get destination information. The destination JNDI name is jms/bpm/PeopleQueryTopic, the provider URL is null
.
The Message-Driven EJB: CubeActionMDB is unable to connect to the JMS destination: jms/bpm/MeasurementTopic. The Error was: The destination for the MDB CubeActionMDB(Application: soa-infra, EJBComponent: oracle.bpm.analytics.actions.ejb.jar) could not be resolved at this time. Please ensure the destination is available at the JNDI name jms/bpm/MeasurementTopic. The EJB container will periodically attempt to resolve this MDB destination and additional warnings may be issued.
