java.net.SocketException Broken Pipe Error From CIS Application using SCSFileDownloadServlet

Using CIS API 10.1.3.3.3 Version: 126.96.36.199 (Build 2009.0709.1515), deployed on WAS 6.1, getFile API calls are failing with the following errors:
Error 7/27/10 1:11 PM server.domain.com: Event generated by user 'myuser' at host 'CIS'. Containing page is /u1/stellent/myserver/stellent/weblayout/groups/public/@secured/documents/reference/2973.pdf. Error uploading file '2973.pdf' to client. Broken pipe [ Details ]
The user has permission to view the document but the service is not returning the file.
The user COI-Admin-Delegated does not have permission and is given a reasonalbe/valid response
All other CIS API requests are successful. GET_FILE requests for all files are failing from 6.1 Portal. The same program deployed on the 5.1 portal works properly.
scsadapter.log is filled with the following errors:
[2010-07-23 18:40:41,355] [WebContainer : 14] [WARN ] (com.stellent.cis.server.api.scs.protocol.impl.HDAProtocol) - Did not read any headers from input, setting type to UNKNOWN_TYPE
Adding the connectionTimeout property does not have any impact and the error still occurs on the content server.
The content server is clustered but the requests from the 6.1 portal are being sent to one specific node in the content server cluster.
