ORA-1403: No Data Found in APEX Reports After Upgrading to Version 4.0 (Doc ID 1174453.1)

Symptoms

After upgrading to APEX version 4.0.0.x, Reports are failing with ORA-1403 : No Data Found errors.

These reports were working fine prior to the upgrade. Furthermore, if the Report SQL Query is ran in SQL Workshop rows are returned confirming that there is data for the query.

Upgraded APEX instance to version 4.0.0.x
