IPM SMTP Service is Disabled After Being Configured

Symptoms
After configuring all services (including the SMTP service) and performing an "Update on Exit" from the DSMS tab, all services start successfully.
When reloading the IPM Configuration Utility (GenCfg), the SMTP service becomes disabled within the Oracle IPM tab but it shows as enabled on the SMTP tab.
