Unable To Start UCM Managed Server After Installing Version 11g; "apSystemTimeZoneNotDefined" Error (Doc ID 1200604.1)

After installing Universal Content Management (UCM) 11g, the following error is returned when trying to start the managed server:

**Begin IDC server deployment
***Starting IDC server on <UCM-HOME>/UCM/apps/install/user_projects/domains/UCMD/ucm/cs/bin
