Symptoms
Error when starting the WebLogic Server on a new install of 11g
intradoc.common.ServiceException: !syFileUtilsUnableToCreateSpecifiedDir,C:/MW_HOME/USER_P~1/domains/BASE_D~1/ucm/cs/config/private.
Might also see a message like " \Common was unexpected at this time." or " \Microsoft was unexpected at this time."
