"OC4J did not send the protocol value for port id: default-web-site" When Starting OC4J Using OPMN (Doc ID 1217843.1)

OC4J instance "home2" is not starting in Oracle Application Server 10.1.3.x using "opmnctl startproc process-type=home2" with the following error:

failed to start a managed process after the maximum retry limit

And the following error is reported in $ORACLE_HOME/opmn/logss/opmn.log:

10/09/24 19:51:50 [libopmnoc4j] Host and Port information for port type default-web-site not sent by the OC4J process
10/09/24 19:51:50 [libopmnoc4j] WARNING: OC4J did not send the protocol value for port id: default-web-site
10/09/24 19:51:50 [libopmnoc4j] Port information in the ONS notification is incorrect for proc: 171. Some of the reasons for the failure are:
1. ajp, rmi and jms ports could not be bound by the process.
2. If a port value for a certain port ID is handed by OPMN to the OC4J process and this value is not returned back in the ONS notifications. For example, this can happen for certain bad JGroups related configurations.

And the following error is reported in the OC4J stderr file:

10/09/24 19:50:55 Error initializing web-site at ./default-web-site.xml: $ORACLE_HOME/j2ee/home2/config/default-web-site.xml, Fatal error at line 1 offset 1 in file:$ORACLE_HOME/j2ee/home2/config/default-web-site.xml: .<Line 1, Column 1>: XML-20108: (Fatal Error) Start of root element expected.
