WebCenter Content (WCC) Server with Oracle Database Becomes Unresponsive. Error in log: java.lang.OutOfMemoryError (Doc ID 1225356.1)

Symptoms

The WCC system becomes unresponsive and an error similar to the following is seen in the Content Server log file:
