Searches for State Abbreviations that are in the Stoplist do not Return, ie 'IN' and 'ME' (Doc ID 1234537.1)

Symptoms

After setting up Content Server 10.1.3.5.1 (100601) (Build:7.2.4.69), a metadata field was created that has a list of state abbreviations. When a search is done where the state matches 'ME' or 'IN' the results that are returned contain content that has metadata with the state set to another state like 'CT' or nothing at all. No error messages occur, only incorrect search results.
