Content Server Startup Hangs Indefinitely with No Errors (Doc ID 1256264.1)

Upon attempt to start Content Server, the process just hangs indefinitely with no errors reported.

A forced Java thread dump produces output (similar to the below) showing that the there is only one Content Server "main" thread (when there should be other threads as well) and that one "main" thread is simply awaiting data to be returned from the database:
